hmmm starts a hotel development without any money and doesn't pay his contractors ..... hmmmm
has several bank loans and doesn't make payments ....... hmmm
and to further proof the Scott Wilshaw is a Crook:
1. sick or feeble.
2. ill-humored; angry.
3. out of order; functioning improperly.
4. unsatisfactory; disappointing.
